Be all you can be, Titan Mining wins U.S. Army lease to build graphite facility on military land
Titan Mining Corporation (NYSE-A: TII, TSX: TI) announced that its subsidiary, Empire State Mines, LLC, has received Conditional Selection Notices from the U.S. Army for Enhanced Use Lease opportunities at two defense installations: Pine Bluff Arsenal in Arkansas and Anniston Army Depot in Alabama.
The awards are made under U.S. Army RFP No. DACA27-1-26-204 and the Army’s Strategic Capital Initiatives program. The company says the selection is among the first Enhanced Use Lease awards issued under Executive Order 14241, signed by President Trump in March 2025, which directed the deployment of domestic mineral processing infrastructure on U.S. defense installations.
Under the arrangement, Empire State Mines would design, finance, construct, and operate the Kilbourne Graphite Purification Plant to produce purified micronized graphite and coated spherical purified graphite. Pine Bluff Arsenal, covering approximately 245 acres, is designated as the primary site, while Anniston Army Depot, covering approximately 97 acres, serves as the secondary site.
The U.S. Army retains land title at all times. All development, construction, and operating costs are to be borne by Empire State Mines. In place of cash rent, the company will provide infrastructure improvements at the host installations. The lease term can extend up to 50 years under 10 U.S.C. § 2667. Construction is targeted to begin in the second half of 2027, pending finalization of Business Terms Agreements with the U.S. Army.
